The Mahoning County Treasurer’s Office has taken advantage of recent technology and have developed a “Go Green” paperless system. We recognize that during these tough economic times, we must lead to be more creative and efficient in reducing operational costs.
Taxpayers who want to be part of the “green movement” can take advantage of this free service by enrolling to receive your bill via email at the payment website or print the Authorization/Enrollment Form (PDF) and simply fill it out and return to :

Tax Installment Plan (TIP)
The T.I.P. program is available to taxpayers who are current on their payments and would like to pay toward the next half collection on a monthly basis. T.I.P. allows you to budget for real-estate taxes by pre-paying on a more manageable monthly basis. Please call the TIP office at 330-740-2460, ext. 7768 for more information
Taxpayer Services Department
Our taxpayer service specialists will work with you if you have fallen behind or experiencing difficulties in making your taxpayer obligations. This includes the possibility of entering into contractual agreements which allow you to make specified payments designed to bring your taxes current within a designated time frame. As authorized under the Ohio Revised Code, these contracts may stop additional penalties and fees as long as you are in compliance with the terms of the agreement. Our office will always attempt to work with you if and whenever possible. Please contact our Taxpayer Services at (330) 740-2460 x7774.
Military Assistance Program
Active members of the National Guard or Armed Forces Reserves may be able to extend your real estate tax payment deadline.

2019 Tax Rate Chart
Notice to Taxpayers
Pursuant to the law (Ohio Revised Code section 323.08), I, Daniel R. Yemma, Treasurer of Mahoning County, Ohio, do hereby publish notice of tax year 2019 rates of taxation (2019 property taxes are collected in 2020). The number of dollars and cents levied on each $1,000 of property listed within Mahoning County for the tax year follows. Rates are expressed in dollars and cents per each one thousand dollars of tax valuation.
Definitions
Full Tax Rate
Represents the total voted millage before House Bill 920 reductions.
Effective Tax Rate
Actual millage collected after House Bill 920 reductions. The effective tax rate results from applying a reduction factor to the full rate. The application of reduction factors was introduced into law in 1976 through House Bill 920. According to the law, no political subdivision may receive any more revenue than was originally intended by the voters, with the exception of revenue from new growth. When a levy is passed, that millage is reduced as property values increase due to inflationary increases (re-appraisals). Reduction factors do not apply to inside millage, bond issues or emergency levies. Reduction factors cannot take a Schools below 20 mills on its operating levy.Tax Dates
- First Half 2019 real estate taxes are due March 6, 2020 (dates subject to change)
- Second Half 2019 real estate taxes are due August 7, 2020 (dates subject to change)
Note: It is the taxpayer's responsibility to secure a tax bill. Failure to receive a tax bill will not void the 10% penalty for late payment.
